MEMBERS of the D.C. Council who are squeamish about making it easier to fire school employees should think about why they shifted control of the schools to the mayor. Tinkering around the edges won't turn around the dysfunctional system. Dramatic change is needed, and that's why Schools Chancellor Michelle A. Rhee is right to want to shake up the administration and overhaul personnel rules.
